A COUNCILOR of Angeles City has described the implementation of the Private Motor Vehicle Inspection Center (PMVIC) program of the Land Transportation Office (LTO) as untimely.
In his social media post on Monday, August 23, Councilor Amos Rivera stated his opinions regarding the PMVIC issue, which earned the strong opposition of motorists not only in the city but also in other areas in the country.
"In my humble opinion, I believe the resumption of the PMVIAC System is untimely, as it would put an additional burden on our motorists during the pandemic," Rivera said.
He said the program will promote road worthiness and safety of the vehicles.
However, the leading causes of vehicular accidents are poor road condition and human error in driving, according to the councilor.
The resumption of the PMVIC will also affect the existing operation of emission centers and insurance agencies since the accredited PMVIC centers are now in a vantage position to monopolize the operation, Rivera said.
"The livelihood of these affected sectors and individuals are also important especially in this time of crisis," he said.
The councilor vowed to file a resolution in the City Council that will appeal to President Rodrigo Duterte to suspend the implementation of the PMVIC program of the Department of Transportation (DOTr) and LTO.
Motorists and workers of insurance companies and Private Emission Testing Center in Pampanga and other parts of the country are conducting a series of noise barrage to express their objection against PMVIC, which is part of the new Motor Vehicle Inspection System of the DoTr and LTO.
