ESPECIALLY on the streets because that's where troubles usually start. So, orderliness must prevail in order to forestall or pre-empt muggings, bullying and worse, robbery coupled with homicide.
It has been reported that President Duterte has ordered local governments to be strict with loiterers or "tambays" in order to improve peace and order and lessen chances of untoward incidents.
As usual, the order was met with skepticism as some groups cautioned against possible abuse by police.
Indeed, what manners have those men going about half-naked (top) and some were even drinking on the street, raucous and unruly?
And the poor pedestrians become targets of their uncouth behaviour and antics, thus causing great discomfort, if not fear, on the former. Muggings turn to serious physical injuries and confrontations and the pedestrians usually end up on the receiving end.
This present anti-tambay movement is viewed by some as a prelude to the possible declaration of martial law nationwide. Presidential spokesman Harry Roque was quick to allay the fears saying the President has no intention of expanding martial law beyond Mindanao.

Here's a big boost to MSMEs nationwide. The Department of Trade and Industry (DTI) has announced preparations for its first ever hosting of the National Micro, Small and Medium Enterprises in July 10-11 at the Asean Convention Center with no less than President Duterte as the guest of honor.
Warren Serrano, the regional information officer of DTI Region III, in an interview, said among the menu of services for MSMEs is the mentoring program or the Kapatid Mentor Micro Enterprises. He adds the DTI will be mentoring them to a 12-course mentoring program which is equivalent to a master's degree.
All bodes well for the MSMEs, thanks largely to the efforts of DTI, the government agency genuinely concerned with the upgrading of MSMEs nationwide.
